Dr. Thomas Klincar was appointed Chancellor of Central Texas College in February 2012. Previously, he served as President of John Wood Community College in Illinois. Prior to that, Dr. Klincar spent 28 years as a military officer in the United States Air Force (USAF), retiring as a full colonel in July 2008.
Dr. Klincar’s previous positions included service as the Commander, College for Enlisted Professional Military Education, United States Air Force (USAF) from 2007-08; Commandant, Community College of the Air Force from 2005-07; Dean of Academics, North Atlantic Treaty Organization (NATO) School from 2003-05; Director, Doctrine and Policy Division, Headquarters Air Mobility Command, USAF from 2000-03; Speechwriter to NATO Supreme Allied Commander Europe from 1999-2000; National Defense Fellowship, Mershon Center for International Security and Military Affairs, Ohio State University in 1998-99; NATO AWACS Mission Commander, Senior USAF Representative, Geilenkirchen NATO Air Base, Germany, 1995-98; Speechwriter to CINCTRANS/Commander, Air Mobility Command, 1992-1994; Emergency Actions Officer, HQ Air Mobility Command, 1990-1992; Assistant Professor, English Department, and Curriculum Committee for the United States Air Force Academy in 1988-90; Air Defense Advisor to the Philippine Air Force, Manila, 1986-88; and Technical Training Instructor, Air Training Command, USAF from 1981-84.
Dr. Klincar has been a frequent speaker/presenter to the Presidents Panel, Department of Defense (DoD) Worldwide Education Conference, Russian Military Academy, Council of Colleges and Military Educators, Eastern Regional Competency Based Education Consortium (ERCBEC), National Community College Hispanic Council, American Association of Community Colleges (AACC), Rotary, Kiwanis, Optimists, and Lions Clubs and more.??His service memberships have included the Executive Committee and Eagle Scout Board of Review, Mississippi Valley Council of the Boy Scouts of America; Workforce Investment Area 14 Board; Texas Workforce Board, Killeen Chamber of Commerce Board; Central Texas Council of Governments; AACC Commission on Research, Technology and Emerging Trends; Rotary International; Exchange Club; the American Legion; and a founding board member of the National Asian Pacific Islander Council of the American Association of Community Colleges. Dr. Klincar is an Eagle Scout and life member of AMVETS and the Military Officers Association of America.
Dr. Klincar holds a Doctor of Arts degree in literature and language arts from De La Salle University, a Master of Science degree in systems management from the University of Southern California and a Bachelor of Science degree in journalism from Southern Illinois University-Carbondale. He was a Distinguished Graduate of the USAF Air Command and Staff College and the Squadron Officer School. He was the Honor Graduate from the USAF Emergency Operations Management Course and the Air Weapons Controller Course. He is a graduate of the Armed Forces Staff College and Air War College. He and his wife, Deborah, have three grown children and three grandchildren.
